Why hasn't any western country charged those in contact with jihadist individuals and organizations with treason, even before they commit a crime? Here is the case of France.

On July 27, 2016 France 2 TV had a segment on the existing legal framework in the French Penal Code to deal with treason. This could be applied to sympathizers of ISIS in France before they commit crimes, but politicians refuse to use it. Member of the European Parliament and leader of the National Front Marine Le Pen wants to change that.

"We are told everywhere that we do not have the means to stop someone who intends to commit acts linked to jihadis. Of course we have the legal means to do so. I demand the application of Article 411-4 of the criminal code, "she said in a video posted on Facebook . "It allows, as soon as one is convinced that someone has relations with Islamic terror, to drag him before the Court, she said.

Article 411-4 of the French Penal Code defines the crime as engaging in intelligence activities with a foreign power, with a company or organization under foreign control, or with their agents, with the intention of provoking hostilities or acts of aggression against France, all punishable by a sentence of thirty years' in jail and a fine of 450,000 euros.

One problem at the moment is that French law decrees only 20 years for terrorism, but 30 for treason. Legal experts could spend years, even decades, arguing these legal issues. In the meantime the French population lives in constant fear, and Muslim attacks on French soil occur with increased frequency.

Critics of the present Open Borders policy have suggested other immediate measures that could have long-term effect in Europe.

To drastically limit or eliminate social assistance for newcomers, even for asylum seekers. This would reduce one of the enticements for Muslim mass migration into Europe.
To close the borders to further immigration. That would entail breaking with the European Union for a massive Euro-Exit by most, if not all, members of the EU.
To immediately repatriate migrants who do not qualify for asylum, and those granted asylum or residence who have been convicted of breaking the law.
If their home countries do not want to take them back, or if there are other obstacles, then Europe could fund and organize refugee camps in their continents of origin, to which they could be transferred.

However none of the above will happen. Europe is doomed because of the corruption of its leaders, and the passivity of its population. There should have been a popular uprising against Angela Merkel's Open Borders policy long ago, but so far there has been nothing but whispers of discontent.

There is widespread fear of offending Muslims and of being called "racist". This political correctness will result in the end of European civilization, as Muslims will eventually outnumber natives, as has already happen in the city of London. Many other European cities now have a substantial Muslim population.

Muslim migrants continue to rape women and children, and to engage in criminal and terror activities. The European economy suffers from the drain of increased social benefits payments to a mostly idle foreign population, from anti-terror and national security expenses, and from an informal tourism boycott, as Europe is now deemed to be a dangerous travel destination.

We are watching the end of European civilization. We are watching history being made.
